When you get to the  instructions on the tutorial, you are actually creating the border, before you select none -
be sure and go and delete, or otherwise your image will not be showing!

new raster layer, select all flood fill with you foreground color,
selections modify contract by 2 selections invert add inner bevel of choice, select none
