This uses a couple of plug-ins
Xenofex 2- Consetellation
DSB Flux - Bright Noise
You can replace both of these with the noise effect within PSP.

This has blend settings
You draw the rectangle
I did find that when you are setting the gradient (Sunburst)
the writer indicates an angle of 45, but this is greyed out and you cannot set the angle
You can set the repeats

You make the shapes yourself
You can use any shapes you like, I chose a "heart" theme
